The Current State of Research in State and Higher Education System Relationship
Arora, Arsh ; Plaček, Michal (advisor) ; Vlk, Aleš (referee)
The purpose of the study is to fill the existing gap in the field of systemic higher education governance which is a lack of systematic and structured literature review of peer-reviewed articles. The objective is to analyze the relationship between the state and the higher education system. In other words, what are the different types of systemic governance models, and what are the instruments used by the government to control the higher education sector? The method of Systematic Literature Review is used to review over forty research articles on systemic higher education governance. PRISMA protocol was adopted to conduct a Systematic Literature Review. Findings show that higher education governance is moving towards marketization. However, the trend is neither universal nor straightforward. The role of the state in the higher education system is dominant and will remain so because even marketization in countries is steered tightly by the state. Second, no model of higher education governance is implemented in its entirety, resulting in hybrid models of higher education governance. Third, even though the state is steering higher education systems in the same direction, public policy instruments adopted by the government in different countries varies. Mergers the are most used policy instruments in...
Big Data and governing climate change: opportunities and challenges
Boháčová, Zuzana ; Střítecký, Vít (advisor) ; Špelda, Petr (referee)
Climate change is one of the most significant global challenges that need to be managed; however, the current governance of climate change is not bearing the desired results. This thesis thus examines the opportunities Big Data-based tools offer for more efficient climate change governance. It provides an overview of the current state of play regarding climate governance and the way climate change is entering the realm of security. The study then introduces the concept of Big Data and, through two case studies, offers specific examples of Big Data applications in the context of climate change. It identifies several categories of Big Climate Data applications i) monitoring behaviour, perceptions and social attitudes, ii) monitoring markets and supply chains, iii) smart buildings, energy and smart cities, and iv) carbon monitoring and monitoring of natural conditions and changes. The thesis also highlights the main critiques and barriers these applications face, which include i) the lack of theoretical and methodological framework, ii) the issues of opacity, accountability, lack of transparency, iii) missing efficient governance system to employ the technology, iv) the complexity of climate and climate data, v) the environmental consequences of AI. It concludes that the trend of public- private...
Goal Setting in the Climate Policy of the EU
Vinařská, Lucie ; Young, Mitchell (advisor) ; Bauer, Paul (referee)
Master's Thesis Lucie Vinařská SS 2022 Abstract This master's thesis deals with goal setting in the climate policy of the European Union. It examinates in detail the available literature on goal setting in the context of the general global, but more importantly, European governance. The aim of this thesis is to define factors that contribute to successful goal setting, which ensures that the goals can be used as an efficient governance strategy. These factors are (a) nature of the problem, (b) character of the actors, (c) the principal features of the setting and (d) mobilisation of support in specific cases, (e) funding, (f) scientific knowledge, (g) origin of the goal (h) translation of goals. The cases were chosen due to their ability to cover three distinct decades of EU's climate policy development. In each of these three cases, the goal setting process was described according to the criteria using official documents of the EU institutions such as the European Commission's communications or Council of the European Union's conclusions, official websites of the EU institutions or official reports. Based on the research, the goal setting process became much more comprehensive in terms of its length and the quantity of work necessary for a goal to be set. Though fulfilling all the criteria might not...
Representational Practices of Rebel Governance
Köbke, Stefan ; Ditrych, Ondřej (advisor) ; Tesař, Jakub (referee)
Representational Practices of Rebel Governance Much of the literature on rebel governance has been focusing on the material factors that influence rebel activities. However, rebels frequently engage in practices that have no clear material benefit. Instead, these are meant to increase their legitimacy with certain groups, by representing a normative conception of authoritative rule. This thesis offers a process-based theoretical framework for understanding these "representational practices" by considering them as acts of communication from rebel senders to their audiences. To this extent, rebels frame themselves as continuous, time-transcendent rulers (content) within authoritative normative frameworks (contexts) and use various "artifacts" and bodily movement as "channels" to transmit these claims. This model is then applied to an interpretive, single-case study of the "Islamic State" rebels in Iraq and Syria between 2014 and 2017. It is found that the model can explain many of the IS's activities. The group framed its ideas of time-transcendent rule in millenarian and apocalyptic contexts, had to adapt its messages to different audiences (such as local civilians and foreign fighters), and communicated its claims not only through internet posts, but also through a careful control of sites within...
Pandemic and governance: Comparison of the Czech Republic and Portugal
Bechinský, Jan ; Guasti, Petra (advisor) ; Brunclík, Miloš (referee)
The bachelor thesis deals with the topic of pandemics and governance, and compares the Czech Republic and Portugal. This topic was chosen by the bachelor thesis because of the similarities between the two countries and also because of the high increase of infected people at the beginning of 2021. The research question that the thesis will try to answer is: What factors are critical to coping with a pandemic? Where the thesis has identified three criteria that it will compare for both countries, namely government institutions, government communication and government instruments. She chose these factors on the basis of finding out how the governance factor works in the country and to what extent the government is able to influence the course of the pandemic. First, the thesis will look at the literature it will draw from, explain how the world has responded to the covid pandemic, why the thesis chose South Korea and Japan as benchmark countries, and focus on how pandemic governance affects the degree of democracy. The thesis will then show the methods used to conduct the analysis, why it chose Portugal and the Czech Republic as benchmarks, and finally explain the time period it examines. In the last part of the thesis, it analyses first the governance of the East Asian countries, then the Czech Republic and...

References NDIAYE, Sokhna, A. R. Barriers And Opportunities Of Strategic Governance In Higher Education In West Africa: The Case Of Senegal. Praha, 2022. 212 pages. Dissertation thesis (PhD.). Charles University, Faculty of Social Sciences, Institute of Sociological Studies. Department of Public and Social Policy. Supervisor Prof. PhDr. Martin Potůček, CSc., M.Sc. Abstract This dissertation project presents an analysis of the higher education system in Senegal. Indeed, the past three decades of higher education have been marked by a growing instability of the system manifested mainly in access and quality issues. Despite the different programs and policies elaborated and implemented, these problems only persist. As such, I attempt to answer the main questions: What are the most essential factors for the unsuccessful implementation of significant Higher Education policies in Senegal? In which ways could strategic governance be improved to remedy the current pitfalls of the system? By extension, I propose as a potential solution the rethinking of the governance approach to higher education by studying the barriers and opportunities of strategic governance in higher education in Senegal. This study is based on both qualitative and quantitative data analysis aiming to understand the considered problems through...

Normality of the exception? Crisis Governance in reforming the Asylum and Migration Policy of the European Union
Kaleta, Ondřej ; Střítecký, Vít (advisor) ; Braun, Mats Rickard (referee) ; Lupták, Ľubomír (referee)
This doctoral thesis examines the issue of crisis governance of the European Union in the context of migration developments after 2015. The author investigates how relevant EU institutions (European Commission, Council of the EU, and European Council) construct exceptionality within the common asylum and migration policy and what might be its impacts on the functionality of this policy. Theoretically, the research is based on the concept of "state of exception" originally introduced in the works of Carl Schmitt and Giorgio Agamben. The main objective of the thesis is to analyze and interpret the extraordinary migration measures from 2015 to 2018, which were proposed and implemented by the EU political actors to address the migration situation. The institutional level is further broadened and contextualized by including three EU Member State governments - Hungary, Austria, and Germany - and their involvement in the interactive shaping of emergency policies. The author studies how the exception is constructed in the EU official discourse, the relationship between exception and normality, and the exercise of power to create a state of exception at supranational/intergovernmental level of the EU as an international organization. The thesis approaches the topic using critical discourse analysis. It...
Socialistic complaints as an instrument of governance and remedy - Beroun district in the second half of the 80s.
Olbertová, Lenka ; Kabele, Jiří (advisor) ; Tuček, Milan (referee)
The diploma thesis deals with finding an answer to how socialistic complaints worked as an instrument of remedy and also as an instrument of governance. It proceeds from the theory of Albert O. Hirschman that explains strategies of solution in the area of firms, organizations and states and that also includes complaining. The other theoretical sources are the theory of bureaucratic organizations of Michel Crozier and Michel Foucault's conception of power and discipline. The issues of complaining are put into period context in the diploma thesis and it is supplemented about a brief elucidation of ruling manners considering the district level. The empirical part is based on qualitative and quantitative content analysis of complaints that were solved by the leading secretary at the District Committee of the Communist Party of Czechoslovakia in Beroun from 1985 till 1989. It is not only focused on a survey of complaints but also interprets the procedures of solving that are related to the chosen theoretical findings. The thesis also explains the relationship between the communist party and its critics with their objections and the relationship between the party and people that were criticized in the complaints.
